Demand drives TVA renewable energy projects

KNOXVILLE, Tenn. (AP) -- The Tennessee Valley Authority has approved more than 250 small-scale renewable energy projects for 2013, the overwhelming majority relying on solar energy.

TVA officials say the demand for renewable energy projects across the Tennessee Valley is strong ? so strong that the agency has met its application goals for 2013.

TVA has been working with local power companies since January to approve applications for renewable energy systems as part of its Green Power Providers program. Officials say all but two of the 250 projects are solar installations.

The agency has also met its application goals under the Solar Solutions Initiative pilot program, which promotes green jobs in the region.

TVA is a corporate agency of the U.S. government that provides power to 9 million people in seven southeastern states.

Obama administration simplifies health care form

(AP) ? The first draft was as mind-numbing and complex as tax forms. Now the Obama administration is unveiling a simplified application for health insurance benefits under the federal health care overhaul.

Details to be released Tuesday include a three-page short form that single people can fill out, administration officials said. Medicare chief Marilyn Tavenner, also overseeing the rollout of the health care law, called it "significantly shorter than industry standards."

The earlier draft of the application was widely panned, and administration allies feared uninsured people would give up in frustration. Administration officials say they have trimmed the paperwork burden back considerably.

One activist briefed on the changes said Monday the administration has made big improvements. Ron Pollack, executive director of Families USA, said the new application will be easier to navigate and much less intimidating.

Although the new forms may be shorter, it's unclear whether the administration can get rid of all the complexity. That's because applicants will have to provide detailed snapshots of their incomes to see whether they qualify for government assistance. Individuals will have to gather tax returns, pay stubs and other financial records before filling out the application.

Nearly 30 million uninsured Americans are eventually expected to get coverage through President Barack Obama's health care law. Enrollment starts Oct. 1 for coverage that takes effect Jan. 1. Middle-class people who don't get coverage through their jobs will be able to purchase private insurance, in most cases with the help of tax credits to make premiums more affordable. Low-income uninsured people will be steered to government programs like Medicaid.

Administration officials expect most consumers to apply online through new health insurance marketplaces that will be operating in each state. A single application form will serve to route consumers to either private plans or the Medicaid program. Identification, citizenship and immigration status, as well as income details, are supposed to be verified in close to real time through a federal "data hub" that will involve pinging Social Security, Homeland Security and the Internal Revenue Service.

Italian police arrest four suspected Islamist militants

BARI, Italy (Reuters) - Italian police on Tuesday arrested four of six men they suspect are members of an Islamist militant cell which was planning attacks in the United States, Israel and Italy, though no specific targets were named by police.

The men aimed to train militants and send them abroad, para-military police said, and are suspected of conspiracy to commit international terrorism and inciting racial hatred.

They were arrested in Andria in the southern Italian region of Puglia, where police say the group was based, and in Milan, Brussels and Catania, Sicily, and include a Tunisian who was the former imam at a mosque in Andria, police said.

Italian police are still looking for two other Tunisian men who they believe have returned to their home country. No international arrest warrant has been issued for them.

Investigators believe the six men tried to recruit among illegal immigrants in Italy, who then went on to training camps in Afghanistan, Chechnya, Iraq and Yemen.

In some cases the new recruits carried out attacks in Iraq.

The cell was characterised by "fierce anti-Semitism and anti-Western sentiment" and aversion to states viewed as enemies in the context of religious war, a police statement said.

Manitoba now has a new strategic action plan to prevent workplace injury and illness and to better ensure every worker makes it home safely at the end of the day. This announcement was made by Family Services and Labour Minister Jennifer Howard.

?This comprehensive strategy follows the province?s most extensive review of injury and illness prevention in more than a decade and doubles resources dedicated to injury and illness prevention,? said Howard. ?It strengthens our safety and health laws and will ensure employers are rewarded for practices that make their workplaces safer and healthier.?

The Manitoba government?s Five Year Plan for Injury and Illness Prevention incorporates recommendations from three reports issued in early April as part of a wide-ranging review of workplace injury and illness prevention.

The new strategy details plans for:

  • doubling funding for prevention services,
  • creating new requirements under the Workplace Safety and Health Act that more clearly define workers? legal rights, require mandatory orientation of new workers and provide stronger protection when a worker refuses unsafe work,
  • investing in resources that will ensure every high school student has access to workplace health and safety information in the classroom or online, and materials to help parents prepare their children to know about their rights to a safe workplace when they start their first job,
  • strengthening support for emergency responders and other workers in high-trauma jobs,
  • providing more ways for the public to report unsafe workplaces including a one-stop phone number for reporting unsafe workplace or injuries,
  • requiring mandatory safety orientation for new workers,
  • providing a mobile safety lab to bring safety awareness training and tools to rural worksites,
  • ensuring every new business in Manitoba gets information about their responsibilities to prevent injuries,
  • creating a leadership team of business owners and executives who have shown their commitment to safety and can help inform and mentor other business owners,
  • increasing enforcement of rules to prevent bullying and violence in the workplace, and
  • reviewing every workplace death to learn lessons about prevention.

?Dedicating more resources to prevention will help make Manitoba one of the safest places to work in North America,? said Howard. ?Enforcement is also an important part of injury prevention and our safety and health laws will be among the strongest in the country. Safety and health officers will now have the tools needed to ensure compliance.?

The minister also announced the Workers? Compensation Board of Manitoba will develop a strategy to eliminate claim suppression and inappropriate returnto-work practices, while ensuring employers that engage in genuine injury prevention are recognized and rewarded. That new strategy is expected in the fall of 2013.

?I?d like to thank Mr. Dave Gaudreau, MLA for St. Norbert, who assisted in conducting the comprehensive review of injury and illness prevention in our province,? said Howard. ?I also extend my gratitude to the many Manitobans who provided their input and recommendations.?

(AP) ? "Iron Man 3" was the heavy-lifter at theaters with a colossal overseas debut that overshadowed a gang of mercenary bodybuilders in a sleepy pre-summer weekend at the domestic box office.

The Marvel Studios superhero sequel starring Robert Downey Jr. got a head-start on its domestic launch next Friday with a $195.3 million opening in 42 overseas markets, distributor Disney reported Sunday.

That topped the $185.1 million start for Marvel's "The Avengers," which opened in 39 markets over the same weekend last year a week ahead of its record-breaking domestic debut of $207.4 million.

"You don't know that you could ever repeat the kind of experience we had a year ago, and here the Marvel team brought together another incredible movie," said Dave Hollis, head of distribution for Disney. "We've had this as a pattern for Marvel films to kind of let momentum internationally help signal to the domestic audience that the film is coming, something big is coming."

Director Michael Bay's "Pain & Gain," a true-crime tale of bodybuilders on the make, muscled into first-place domestically with a $20 million debut.

The Paramount release starring Mark Wahlberg, Dwayne Johnson and Anthony Mackie knocked off Tom Cruise's sci-fi adventure "Oblivion" after a week in the No. 1 spot. Universal's "Oblivion" slipped to second-place with $17.4 million, raising its domestic total to $64.7 million.

Lionsgate's all-star nuptial comedy "The Big Wedding" tanked at No. 4 with just $7.5 million. The ensemble cast includes Robert De Niro, Diane Keaton, Robin Williams, Susan Sarandon and Katherine Heigl, but the movie was almost universally trashed by critics and held little interest for audiences.

Paramount, which distributed the earlier "Iron Man" movies and still has a financial stake in the comic-book flicks after Disney bought Marvel, had a small-scale success with "Pain & Gain."

A passion project for Bay, who has made Paramount a fortune with his "Transformers" franchise, "Pain & Gain" was shot for a modest $26 million, spare change compared to the director's usual budgets.

The movie has the director taking a breather from his usual sci-fi action spectacles for a story based on a kidnapping-extortion caper carried out by bodybuilders in the 1990s. Yet "Pain & Gain" still has Bay's usual visual flair, and the reviews generally were better than what he's used to.

"With that kind of budget, to open to $20 million the first weekend is a very strong opening," said Don Harris, Paramount's head of distribution. "You see what a director really in his prime, at the top of his game, can do with a small budget, what he can make a movie look like."

"Oblivion" was down a fairly steep 53 percent from the movie's $37.1 million domestic debut the previous weekend.

Overseas, "Oblivion" took in $12.8 million to lift its international haul to $134.1 million and worldwide total to just under $200 million.

Hollywood's domestic downturn continued, with revenues totaling $90 million, off 18.5 percent from the same weekend last year, when "Think Like a Man" led with $17.6 million, according to box-office tracker Hollywood.com.

Receipts have trailed 2012's for most of the year, with 2013 domestic ticket sales running at $2.9 billion, nearly 12 percent behind last year's.

That pattern could continue as Hollywood opens its summer season domestically this coming weekend. Despite a huge haul expected for "Iron Man 3," the film will be competing against that gigantic start over the same weekend last year for "The Avengers," the only movie to open with more than $200 million domestically.

"Iron Man 2" debuted with $128.1 million over the first weekend in May 2010. Hollywood.com analyst Paul Dergarabedian has been pegging the "Iron Man 3" potential at $125 million-plus, though the mammoth international start could fire up domestic prospects even higher.

"This ups the ante in a big way for "Iron Man 3," Dergarabedian said. "It just raises the profile of the film. It raises expectations. But to expect something in the realm of $207.4 million? Well, the fact that we're even talking about it is really amazing."

Said Disney's Hollis: "I wouldn't even want to get ahead of ourselves on something like that. But to say we're encouraged by the results this weekend would be a gross understatement."

Estimated ticket sales for Friday through Sunday at U.S. and Canadian theaters, according to Hollywood.com. Where available, latest international numbers are also included. Final domestic figures will be released Monday.

Mormon Church to accept gay Boy Scouts

For the Boy Scouts of America, a new effort to chart a middle ground on the issues of sexual orientation is proving controversial.

The proposed policy by the Boy Scouts, announced recently, is to welcome youths into the organization, regardless of sexual orientation, but to maintain a ban on gay adults serving in the organization. The proposal must be approved by the Scouts?National Council at a meeting in Texas the week of May 20.

It?s an effort to quell rising controversy, but it comes with its own ability to stir passionate arguments.

On the one hand, an important ally of the Boy Scouts, the Mormon church, has given an important welcome to the move. Important because of the reiligion?s large involvement in Scouts, along with other churches.

On the other hand, many groups and individual Americans are voicing criticism of the Scouts? proposal as not going far enough. If a young man earns his way to be an Eagle Scout, they ask, is it fair to bar him from becoming a troop leader later in life, based on sexual orientation?

The Boy Scouts of America is walking a line more difficult than many a woodland ropes course: Any position it takes will come in for significant criticism.

Among Boy Scouts members in the heavily Mormon Great Salt Lake Council, some 4 in 5?Scout?leaders and parents said they're opposed to lifting the ban on gays, the Associated Press reported. Nearly half of some 4,700 respondents to the survey said they would quit the?Scouts?if the ban on gays is lifted.

But the Church of Jesus Christ of Latter-day Saints said Thursday that ?while the Church?has not launched any campaign either to effect or prevent a policy change, we have followed the discussion and are satisfied that BSA has made a thoughtful, good-faith effort to address issues that, as they have said, remain ?among the most complex and challenging issues facing the BSA and society today.?

The statement is significant, because of the strong role that Mormon churches and families nationwide play in sponsoring scout groups. The church sponsors 25 percent of all local Cub?Scout?and Boy?Scout?groups, and accounts for 15 percent of the Boys Scouts? total membership of 2.7 million, according to a Saturday news report in the New York Times.

The Boy Scouts of America, defending its proposed policy, said in a recent statement that ?while perspectives and opinions vary significantly, parents, adults in the Scouting community, and teens alike tend to agree that youth should not be denied the benefits of Scouting.?

At the same time,?many people involved in scouting nationwide are reluctant to change the current policy on adults in the group. The group?s current policy is that ?While the BSA does not proactively inquire about sexual orientation of employees, volunteers, or members, we do not grant membership to individuals who are open or avowed homosexuals or who engage in behavior that would become a distraction to the mission of the BSA.?

Liver Hormone Offers Hope for Diabetes Treatment

Biologists have found a hormone in the liver that spurs the growth of insulin-secreting cells in the pancreas, a discovery they hope will lead to new treatments for diabetes.

A team led by Douglas Melton, co-director of the Harvard Stem Cell Institute in Cambridge, Massachusetts, identified the hormone, betatrophin, by inducing insulin resistance in mice using a peptide that binds to insulin receptors. That caused the animals' insulin-secreting pancreatic ? cells to proliferate. The researchers then searched for genes that showed increased activity, zeroing in on one that they were able to link to betatrophin production.?

Further experiments showed that 8-week-old mice injected with betatrophin showed an average 17-fold rise in the replication of their insulin-secreting pancreatic ? cells, the researchers report in Cell. Betatrophin is also found in the human liver, the team says.

?It?s rare that one discovers a new hormone, and this one is interesting because it?s so specific,? says Melton. ?It works only on ? cells?and it?s so robust and so potent.?

Pancreatic ? cells replicate rapidly during embryonic and neonatal stages in both mice and humans, but their growth falls off dramatically in adults. A decrease in the function of the cells late in life is the main cause of type 2 diabetes, a metabolic disorder that affects more than 300 million people worldwide. In the United States alone, the two forms of diabetes ? type 2 and type 1, which is caused by an autoimmune attack on pancreatic ? cells ? account for US$176 billion in direct medical costs each year.

Treatment hope
Melton thinks that injections of betatrophin once a month, or perhaps even once a year, could induce enough activity in pancreatic ? cells to provide the same level of blood-sugar regulation for people with type 2 diabetes as daily insulin injections do. But more importantly, he adds, they would cause fewer complications because the body would be making its own insulin. He also hopes that betatrophin will be able to help people with type 1 diabetes.

Matthias Hebrok, director of the University of California, San Francisco, Diabetes Center, says that the work ?is a great advance?. ?The findings are very interesting,? he says, although he would like to see the experiments repeated in older mice. ?Do mice that are on their way to becoming diabetic at an advanced age truly have an increase in proliferative capacity upon treatment with betatrophin?? he asks.

Henrik Semb, managing director of the Danish Stem Cell Center in Copenhagen, says that "the identification of a factor, betatrophin, that stimulates mouse ?-cell replication with remarkable efficiency is a very important discovery, because it provides the starting point for further studies to elucidate the underlying mechanism of ?-cell replication."

?-cell replication has proved difficult to control in humans.

Producing enough betatrophin for testing in human clinical trials will take about two years, according to Melton, who is also working to identify the hormone?s receptor and its mechanism of action.

A survey on financial literacy reveals consumers? top concerns.

The National Foundation for Credit Counseling released results of their 2013 Financial Literacy Survey. In its seventh year, the survey annually provides data and trending around Americans? attitudes and behaviors related to personal finance. Respondents are asked which areas of personal finance currently worry them the most.

Help me figure this out. 40% of U.S. adults gave themselves a grade of C, D, or F on their knowledge of personal finance, thus it is not surprising that nearly four in five (78%) agree that they could benefit from additional advice and answers to everyday financial questions from a professional.

Who do you trust? There is ample opportunity for consumers to improve their level of financial literacy and take steps to resolve their financial problems. Although the plurality of U.S. adults indicated that, if they were having financial problems related to debt, they would first turn to their friends and family for assistance (28%), a similar number (27%) also said they would reach out to a professional nonprofit credit counseling agency.

Not enough savings. 77% of consumers said worries over insufficient savings are their top financial concern, even though more than one in four admit they are spending more than last year. 43% are concerned about not having enough ?rainy day? savings for an emergency, and 38% fret over retiring without having enough money set aside.

Not being able to pay financial obligations. A total of 26% of U.S. adults (roughly 61 million people) worry about servicing their debt commitments, including concerns around paying credit card debt (13%), repaying student loan debt (8%), auto loans (7%), and medical debt (6%).

Health insurance. One in four U.S. adults (25%) are worried about health insurance ? either not being able to afford it (19%) and/or not having any (17%).

Credit. While 19% are worried about their credit score and/or lack of access of credit. However, 65% of U.S. adults have neglected to review their credit report in the past year.

Job loss. 18% of Americans say fear of job loss is a major concern.

Foreclosure. Only 4% of Americans worry about losing their home to foreclosure.

Prepaid perceptions. 6% of Americans use prepaid debit cards to pay for everyday transactions. 81% said prepaid cards were a better value and cost less than using a credit card or debit card attached to a checking account. Four in five prepaid cardholders (81%) feel more in control of their money with a prepaid debit card than a debit card connected to a checking account at a bank or credit union. Those who regularly use prepaid debit cards do so primarily because they are convenient (59%). Nearly half (46%) say prepaid debit cards are safer than carrying cash, and two in five (40%) cite the inability to overspend. One in four (24%) say they use prepaid debit cards because they have no other payment or banking options.

Everything is okay. The good news is that 20% of U.S. adults indicated they do not have any financial worries, a strong sign of consumer confidence.

The 2013 Financial Literacy survey was conducted online by Harris Interactive on behalf of the National Foundation for Credit Counselin between March 4 and March 6, 2013 among 2,037 adults ages 18+.

U.S. can sue BNY Mellon over currency trades: judge

(Reuters) - A federal judge said on Wednesday the U.S. government can proceed with a lawsuit accusing Bank of New York Mellon Corp of overcharging clients for trading currencies, a case brought under a rarely-used financial fraud law.

While dismissing some of the fraud claims, U.S. District Judge Lewis Kaplan in Manhattan said the complaint "generally suffices" to let the government pursue its main claim, that the bank fraudulently misrepresented that it would provide "best execution" to various trading clients.

The ruling marked a significant victory for the U.S. Department of Justice, which had sought to use a powerful law adopted in the wake of the savings and loan scandals of the 1980s to bring civil fraud cases against Wall Street banks.

The law, the Financial Institutional Reform, Recovery and Enforcement Act of 1989 (FIRREA), provides for a low burden of proof, strong subpoena power and a 10-year statute of limitations. It had not been applied much until recently.

The Justice Department has asserted the law in mortgage-related cases pending against Bank of America Corp and Wells Fargo & Co . Those banks have sought to dismiss the claims filed under the law on grounds similar to BNY Mellon.

Under the statute, the government may pursue civil penalties against anyone who commits a fraud that is "affecting a federally insured financial institution." BNY Mellon contended the law shouldn't apply when the only financial institution affected was itself.

In an 81-page opinion, Kaplan rejected that argument, saying that where a financial institution's fraud harms itself in the process, "it is entirely consistent with the text and purposes of the statute to hold the institution liable for its conduct."

"If anything, the urgency may even be greater when the fraud allegedly pervades an institution that the government has backstopped," he wrote.

Adam Lurie, a former senior official at the Justice Department, now at Cadwalader Wickersham & Taft, said the ruling will make the Justice Department more confident in pursuing cases under FIRREA.

"However, they must be mindful that the decision is still subject to review at the appellate level, and the issue is still unsettled at that level," he added.

CASE MERITS

Filed in 2011, the Justice Department's lawsuit accuses BNY Mellon of scheming from at least 2000 to defraud custodial customers of its foreign exchange services.

The lawsuit claims BNY Mellon misled clients about how it arrived at its foreign currency exchange rates for certain transactions.

BNY Mellon entered into a partial settlement in January 2012, agreeing to change disclosures regarding its foreign exchange services.

The damages claims continued. The lawsuit seeks an unspecified amount of penalties.

On the merits of the case, Kaplan said on Wednesday the complaint sufficiently alleged its principal claims that it took steps to actively mislead clients about how foreign currency trades were priced.

He also said the complaint sufficiently alleged fraud claims against an individual defendant in the case, David Nichols, the head of products management at BNY Mellon.

Stephen Fishbein, a lawyer for Nichols at Shearman & Sterling, declined comment.

Kevin Heine, a spokesman for BNY Mellon, said the bank was "pleased that the court dismissed a number of the claims advanced by the government."

The judge dismissed some claims in the lawsuit to the extent it alleged BNY Mellon made misrepresentations by saying it minimizes costs or provides the "best rate of the day," among other claims.

"We look forward to addressing the remaining claims before the court," Heine said.

A spokeswoman for Manhattan U.S. Attorney Preet Bharara, whose office filed the case, declined comment.

The case is United States v. Bank of New York Mellon, U.S. District Court, Southern District of New York, No. 11-06969.

Huawei sees enterprise sales rising to $2.7 billion in 2013

HONG KONG (Reuters) - Huawei Technologies Co Ltd, the world's No.2 telecoms equipment maker, expects its networking equipment sales targeted at enterprises to rise to $2.7 billion this year, up from $1.9 billion in 2012, a senior executive said on Tuesday.

William Xu, CEO of Huawei's enterprise business group, gave the forecast during a media briefing in Shenzhen, China, where the company is headquartered.

Earlier in the day, another Huawei executive said sales from the unit would rise to $10 billion by 2017, toning down the company's long-term target and saying a prior figure was too optimistic.

Functional potential of genes: Pushing the boundaries of transcription

Apr. 24, 2013 ? Like musicians in an orchestra who have the same musical score but start and finish playing at different intervals, cells with the same genes start and finish transcribing them at different points in the genome. For the first time, researchers at EMBL have described the striking diversity of messenger RNAs (mRNAs) that such start and end variation produces, even from the simple genome of yeast cells. Their findings, published today in Nature, shed new light on the importance of mRNA boundaries in determining the functional potential of genes.

Hundreds of thousands of unique mRNA transcripts are generated from a genome of only about 8000 genes, even with the same genome sequence and environmental condition. "We knew that transcription could lead to a certain amount of diversity, but we were not expecting it to be so vast," explains Lars Steinmetz, who led the project. "Based on this diversity, we would expect that no yeast cell has the same set of messenger RNA molecules as its neighbour."

The traditional understanding of transcription was that mRNA boundaries were relatively fixed. While it has long been known that certain parts of mRNAs can be selectively 'spliced' out, this phenomenon is very rare in baker's yeast, meaning that the textbook one gene -- one mRNA transcript relationship should hold. Recent studies have suggested that things aren't quite that simple, inspiring the EMBL scientists to create a new technique to capture both the start and end points of single mRNA molecules. They now discovered that each gene could be transcribed into dozens or even hundreds of unique mRNA molecules, each with different boundaries.

This suggests that not only transcript abundance, but also transcript boundaries should be considered when assessing gene function. Altering the boundaries of mRNA molecules can affect how long they stay intact, cause them to produce different proteins, or direct them or their protein products to different locations, which can have a profound biological impact. Diversifying mRNA transcript boundaries within a group of cells, therefore, could equip them to adapt to different external challenges.

The researchers expect that such an extent of boundary variation will also be found in more complex organisms, including humans, where some examples are already known to affect key biological functions. The technology to measure these variations across the entire genome as well as a catalogue of boundaries in a well-studied organism are a good starting point for further research. "Now that we are aware of how much diversity there is, we can start to figure out what factors control it," points out Vicent Pelechano, who performed the study with Wu Wei. Wei adds: "Our technique also exposed new mRNAs that other techniques could not distinguish. It will be exciting to investigate how these and general variation in transcript boundaries actually extend the functional capacity of a genome."

South Africa: Tutu admitted to hospital

JOHANNESBURG (AP) ? A South African foundation says retired archbishop Desmond Tutu has checked into a Cape Town hospital for treatment of a persistent infection.

The Desmond and Leah Tutu Legacy Foundation said the Nobel Peace Prize laureate will undergo tests to discover the cause of the infection.

The foundation says 81-year-old Tutu spent Wednesday morning in his office before going to the hospital and was in good spirits. It says the non-surgical treatment is expected to take five days.

Tutu was a vigorous campaigner against the system of white racist rule known as apartheid, which ended when democratic elections were held in 1994.

Special E. coli bacteria produce diesel on demand

Apr. 22, 2013 ? It sounds like science fiction but a team from the University of Exeter, with support from Shell, has developed a method to make bacteria produce diesel on demand. While the technology still faces many significant commercialisation challenges, the diesel, produced by special strains of E. coli bacteria, is almost identical to conventional diesel fuel and so does not need to be blended with petroleum products as is often required by biodiesels derived from plant oils.

This also means that the diesel can be used with current supplies in existing infrastructure because engines, pipelines and tankers do not need to be modified. Biofuels with these characteristics are being termed 'drop-ins'.

Professor John Love from Biosciences at the University of Exeter said: "Producing a commercial biofuel that can be used without needing to modify vehicles has been the goal of this project from the outset. Replacing conventional diesel with a carbon neutral biofuel in commercial volumes would be a tremendous step towards meeting our target of an 80% reduction in greenhouse gas emissions by 2050. Global demand for energy is rising and a fuel that is independent of both global oil price fluctuations and political instability is an increasingly attractive prospect."

E. coli bacteria naturally turn sugars into fat to build their cell membranes. Synthetic fuel oil molecules can be created by harnessing this natural oil production process. Large scale manufacturing using E. coli as the catalyst is already commonplace in the pharmaceutical industry and, although the biodiesel is currently produced in tiny quantities in the laboratory, work will continue to see if this may be a viable commercial pathway to 'drop in' fuels.

Rob Lee from Shell Projects & Technology said: "We are proud of the work being done by Exeter in using advanced biotechnologies to create the specific hydrocarbon molecules that we know will continue to be in high demand in the future. While the technology still faces several hurdles to commercialisation, by exploring this new method of creating biofuel, along with other intelligent technologies, we hope they could help us to meet the challenges of limiting the rise in carbon dioxide emissions while responding to the growing global requirement for transport fuel."

Children routinely injured or killed by guns, U.S. study shows

Apr. 23, 2013 ? While gun control issues usually surface after major incidents like the fatal shooting of 20 elementary school students in Newtown, Connecticut, a new U.S. study shows that children are routinely killed or injured by firearms.

The study, conducted by the Colorado School of Public Health, Denver Health and Children's Hospital Colorado, was published today in the Journal of the American Medical Association (JAMA). It examined trauma admissions at two emergency rooms in Denver and Aurora over nine years and found that 129 of 6,920 injured children suffered gunshot wounds.

"In 14% of these cases children managed to get access to unlocked, loaded guns," said the study's lead author Angela Sauaia, MD, Ph.D., at the Colorado School of Public Health and the University of Colorado School of Medicine. "In an area with so much disagreement, I think we can all agree that children should not have unsupervised access to unlocked, loaded guns."

The study shows that at least 14 children between the ages 4 and 17 are injured by firearms every year in the Denver metro area alone. That number excludes those found dead at the scene. It also doesn't count those who did not go to the emergency department, so Sauaia believes the injury rates exceed 14 or about 2 percent of all trauma admissions.

The number of gun injuries to children has changed little over the years.

According to state data, Colorado firearm death rates for children were 2.2 per 100,000 in the year 2000, 1.9 per 100,000 in 2009 and 2.8 per 100,000 in 2011.

"People tend to only pay attention to gun safety issues after these mass killings but this is happening all the time to our children and it's totally preventable," Sauaia said. "Are we as a society willing to accept that 2 percent of our children shot each year is an acceptable number?"

Sauaia, an associate professor of public health, medicine and surgery, studied child trauma admissions from 2000-2008 at Children's Hospital Colorado and Denver Health Medical Center. She found those who had been shot suffered significantly more severe wounds than children hurt with other objects and that the severity of the firearm injuries in increasing

At the same time, 50 percent of shooting victims required intensive care. And 13 percent died compared to 1.7 percent of children hurt in non-firearm incidents. The majority of those shot were adolescent males whose injuries were often self-inflicted.

Sauaia did not include the 1999 shootings at Columbine High School, which killed 12 students and injured another 21, in her study. The 2012 Aurora theater shootings, which killed 12 and wounded 58 last year, were also left out.

"When we examined the data we found that 7 percent of the injuries to children were related to violence and of those 38 percent were related to guns," she said. "If the injury was gun related, the odds of dying were 10 times greater than from any other kind of injury."

Sauaia and her colleagues had done another study in 1993 that found that 42 percent of people who died from trauma incidents in Denver were killed by guns. That compared to 26 percent killed in car accidents.

She conducted both studies entirely without federal funding.

"There is little money to do gun research, which is unfortunate," Sauaia said. "But the point we can all agree upon is that, no matter what side of the gun divide you fall on, we need to store these weapons safely to protect our children from death or serious injury."

Jupiter's atmosphere still contains water supplied by the Shoemaker-Levy 9 impact

Apr. 23, 2013 ? Astronomy & Astrophysics is publishing Herschel observations of water in Jupiter's stratosphere. It is a clear remnant of the Shoemaker-Levy 9 comet impact on Jupiter nearly 20 years ago.

In July 1994, the comet Shoemaker-Levy 9 (SL9) hit Jupiter and left visible scars on the Jovian disk for weeks. This spectacular event was the first direct observation of an extraterrestrial collision in the solar system, and it was followed worldwide by professional and amateur astronomers.

SL9 was discovered orbiting Jupiter by astronomers David Levy and Carolyn and Eugene M. Shoemaker on March 24, 1993. It was the first comet observed orbiting a planet rather than the Sun. SL9 was found to be composed of 21 fragments. Soon after that, orbital studies showed that the comet had passed within Jupiter's Roche limit in July 1992. Inside this limit, the planet's tidal forces are strong enough to disintegrate a body held together by its own gravity, thus explaining SL9's fragmentation. Even more interestingly, the studies showed that SL9's orbit would pass within Jupiter in July 1994 and that the comet would then collide with the planet, with impacts in the southern hemisphere near 44?S latitude.

The SL9 impact and its subsequent scars on Jupiter were observed for weeks, but its chemical impact on Jupiter's atmosphere lasted even longer. Emission from water vapor was observed during the fireball phase of the SL9 impacts, but from that observation, it was difficult to assess how this would modify Jupiter's composition on the long term. In 1997, the ESA Infrared Space Observatory (ISO) detected water vapor in the stratosphere of Jupiter. At that time, astronomers suspected that it might be a consequence of the SL9 impact because comets are known to be water-rich bodies. However, there were other possible sources of water: interplanetary dust particles produced by cometary activity and asteroid collisions, icy rings, or one of the 60 Jovian satellites.

Nearly twenty years after this major impact, astronomers are still observing its consequences on Jupiter. T. Cavali? and his colleagues [1] observed Jupiter with the ESA Herschel Space Observatory, which is sensitive enough to map the abundance of water vs. latitude and altitude in the Jovian stratosphere. These observations, which have now been published in Astronomy & Astrophysics, show a clear north-south asymmetry in the distribution of water, with more water in the south. They indicate that 95% of the water currently observed on Jupiter comes from the comet.

AAA Mich.: Gas prices rise 24 cents from last week

DEARBORN, Mich. (AP) -- AAA Michigan says gasoline prices have risen about 24 cents during the past week to a statewide average of about $3.75 per gallon.

The auto club says Monday the average is about 9 cents per gallon less than last year at this time.

Of the cities it surveys, AAA Michigan says the cheapest price for self-serve unleaded fuel is in the Marquette area, where it's about $3.55 a gallon. The highest average is in the Benton Harbor and Grand Rapids areas at about $3.78.

Dearborn-based AAA Michigan surveys 2,800 Michigan gas stations daily.
