Another Legal Headache At Penn State: Title IX ? CBS Chicago

(AP) Among the legal questions still swirling around Penn State, one has drawn little attention but could pose a threat to the university: Did the school?s handling of sex abuse allegations against assistant football coach Jerry Sandusky violate the federal Title IX gender discrimination law?

Title IX could be in play because the 40-year-old law ? most commonly associated with access for girls and women to sports teams ? has become the main framework governing how colleges and universities must respond to reports of sexual assault and ensure a safe learning environment for students.

As Penn State tries to move past the scandal after Sandusky?s trial, the devastating Freeh Report and unprecedented NCAA penalties ? the football team opens play Saturday ?Title IX is potentially more than a legal afterthought. The reason: Not only have Title IX lawsuits produced some of the most expensive judgments against universities in recent years, but the law allows for the possibility ? however unlikely ? that a university?s access to all federal dollars could be cut off.

In reality, experts say, it?s unimaginable the feds would impose what some call the ?academic death penalty? available under Title IX to shut down research and cripple a university that educates and employs tens of thousands of people ? in an election-year battleground state, no less ? who had no involvement with the scandal. Nor is Penn State?s accreditation, also required for receiving federal funds, considered in jeopardy despite a recent warning from its accrediting agency.

But while the Department of Education Office for Civil Rights (OCR) has never cut off a college?s access to federal dollars over Title IX compliance, it?s also never seen a case like Penn State, with an alleged conspiracy by top university officials to conceal evidence of sexual assault, and with such destructive consequences.

The Obama administration has been aggressively using Title IX to push colleges and universities to take sexual violence on their campuses more seriously, and laid out detailed requirements on compliance last year. At the very least, OCR faces a tough question: If it won?t make at least partial use of the hammer Congress handed it to enforce Title IX ? in a case alleging such flagrant, longstanding and consequential misconduct by top university officials ? is it sending a message to other colleges that it never will?

The strong sanctions imposed on Penn State by the NCAA could also pressure the Department of Education to follow with strong medicine.

?In practice, I don?t see how (the NCAA penalty) couldn?t influence their thinking,? said Terry Hartle, senior vice president at the American Council on Education. The NCAA?s unprecedented sanctions combined with devastating details of Sandusky?s serial abuse in the Freeh Report ?probably raised the stakes for the other actors who will be looking at Penn State.?

Federal student aid (grants and loans) contributed about $700 million to Penn State?s $4.3 billion operating budget last year, and federal research more than $470 million. Losing those annual funds would dwarf the $60 million penalty imposed by the NCAA and even Penn State?s likely bill from civil lawsuits.

The Education Department has not yet opened a formal Title IX inquiry as part of its broad-based investigation into Penn State, but hasn?t ruled it out, said spokesman Justin Hamilton. He confirmed it is evaluating a request, from legal groups including the Women?s Sports Foundation and the ACLU, to open a Title IX inquiry. Hamilton said the department, which is already investigating possible violations of the Clery Act for failing to report campus crimes, would investigate ?all potential sexual offense issues? at Penn State, including the university?s response to sexual assault cases unrelated to Sandusky?s.

?I think there?s a significant chance (the department) will act at some point, but my best instinct is they will most likely wait to see how some of the criminal investigations unfold first,? said Peter Lake, an expert in higher education law at Stetson University College of Law in Florida. He added the department would do its own investigation and wouldn?t rely on the Freeh Report, which was commissioned by the university, and whose findings have been vehemently criticized by former Penn State president Graham Spanier.

The circumstances of the Penn State case would make it an unusual Title IX case ? notably because Sandusky?s victims weren?t students or employees. But that doesn?t get the university off the hook, says Nancy Hogshead-Makar, a professor at Florida Coastal School of Law and senior director of advocacy at the Women?s Sports Foundation, one of the groups requesting the Title IX investigation. The law?s language protects any ?person? from harassment and seems to apply to anyone on campus (such as visiting sports teams), though the guidance is fuzzy.

But if the case is atypical in some ways, Hogshead-Makar and others argue that Title IX?s purpose is to forestall the kind of atmosphere described in the Freeh Report: A janitor afraid to report witnessing a sexual assault, administrators quietly handling misconduct reports on their own, and an athletic program addressing discipline outside the normal university procedures. She contends the actions of Penn State?s top administrators amount to precisely the kind of ?deliberate indifference? that?s a key legal standard in Title IX cases.

Lake, the Stetson professor, who had no involvement in the request to OCR, agreed that if the allegations in the Freeh report are true ?there?s enough evidence to suggest you had a culture that was at least ripe with the potential to do the kinds of things Title IX is designed to prevent.?

Furthermore, the groups? request for a Title IX inquiry goes beyond the Sandusky case, for instance referencing a 2002 incident in which a Penn State football player suspended for two semesters was still allowed to play in a January bowl game. The group is asking Penn State to investigate if the university violated civil rights law by treating athletes differently from other students ? acceptable for most infractions but explicitly prohibited by Title IX in sexual assault cases.

Penn State spokeswoman Lisa Powers said the university wouldn?t speculate on any possible future investigation. She said the university was cooperating with and awaiting the results of a Clery Act audit by the department.

While possible Clery Act violations at Penn State have attracted more attention, Title IX packs a greater potential financial punch. Clery Act fines have reached as high as $350,000 but are capped at $27,500 per infraction. Clery Act violations can also cost schools access to federal financial aid, but in Title IX all federal dollars could be at risk.

Typically, however, OCR Title IX investigations end with resolution agreements in which colleges agree to policy changes ? designating Title IX coordinators, publicizing Title IX resources to students. OCR has shown little inclination to punish schools.

But plaintiffs may feel differently. Title IX claims could be attached to civil lawsuits, and judgments in such cases have exploded in recent years. The University of Colorado faced a $2.85 million Title IX verdict stemming from the rape of two students by football recruits and players in 2001, with a court holding the university?s program created a dangerous culture for sexual assault. That case stemmed from a single incident and victim; Sandusky was convicted in June of sexually abusing 10 boys. The verdict in a California State University-Fresno Title IX discrimination case ran to $19.1 million, though later reduced to $6.6 million.

University of Pittsburgh law professor Deborah Brake said it?s unclear whether Penn State litigants would include Title IX claims or that Penn State will take any kind of financial hit stemming from Title IX. But to avoid such a penalty, the university could be forced to make major changes dictated by the OCR, perhaps even accepting outside oversight of sexual assault procedures.

As with the $60 million penalty imposed on Penn State by the NCAA ? which the university can?t cut sports teams to pay for ? any Title IX penalties would come at least indirectly out of the academic side of the university.

?I would like to see it considered,? Hogshead-Makar said when asked if she would like to see OCR at least partly deprive Penn State of access to federal dollars. ?I would like a serious investigation. If the OCR feels the school has not done enough to comply with federal law then they should do it.?

She says Penn State proves the multi-million dollar Title IX verdicts in the Colorado case, plus settlements in other cases such as one involving the University of Georgia?s football program, haven?t sufficiently scared universities into reining in their athletic programs and taking seriously their obligations to prevent sexual assault.

?I want the message to be strong enough that it sends a message to the entire school,? she said. ?I want the physics department to make sure they have an investment in making sure athletics is on the straight and narrow.?

Traditional Travel Insurance often covers you abroad for up to a period of ninety days, but any longer than this and there is a serious shortfall. Travel Insurance is in no way comprehensive enough to fill this gap should any medical emergency, or need for medical evacuation, arise.

All employers should be aware of the need for International Private Medical Insurance. If an employee is sent abroad for any period over ninety days International Private Medical Insurance needs to be in place.

It is as necessary for routine, dental, to see a GP, and medication for chronic conditions, as much as it is needed for the more unforeseen medical emergencies such as a heart attack or complications in pregnancy.

Some of the issues to be aware of in regard to this are:

UNDERWRITING
The type of underwriting is hugely important. Traditional PMI programs use a mix of Full Medical Underwriting (FMU) where a medical questionnaire is filled in prior to joining the plan and certain pre-existing conditions are excluded, with access to medical records sometimes being needed for clarification.

Moratorium underwriting is also used whereby pre-existing conditions are ruled out for a certain time period. Access to medical records is almost always needed for this type of underwriting as no medical questionnaire is filled in at the time of joining, it is only at the point of claim that medical information is sought.

Both of these forms of underwriting are of little or no value in the International Market as the employee is often based in one country sometimes thousands of miles from their home. What is needed in the international domain is Medical History Disregarded (MHD), where no medical declaration by the employee is necessary and no access to medical records is needed or sought.

Traditionally a health plan had to have twenty or more prime members (employees not dependents) in order to qualify for this type of underwriting, this has now been reduced to ten but one company does offer MHD underwriting from five members and up.

BENEFITS
The benefits are of huge importance in the international domain. Medical evacuation is of paramount importance with no annual limit. Businesses and employees will want to make sure that they are covered not just for the area they are working in, but also for the area they wish to be evacuated to.

If there is a need for maternity coverage, ensure the plan has enough benefits in place for complications as well as routine maternity procedures. Look for the overall benefit level on the plan, if it less than US$10,000 may have a shortfall in certain parts of the world, as cancer treatment can quite easily use up this amount.

Does the plan cover chronic conditions and medication or visits to the GP? Individuals may be used to having access to these free in their home country, but not when working somewhere else and it can be very expensive.

PAYMENT

However the ramifications of this are clear. If the medical professional a policy-holder wishes to see does not have rights in the network the provider uses, then the patient cannot see them by way of the policy.

Turing machine gives order to chaotic Penrose universe

A theoretical computer built in a mixed-up mathematical universe might not sound like the most practical invention. But the discovery shows that computation can turn up in the most unlikely places, which in turn might spur more realistic models of physical and chemical processes.

The computer is what's known as a universal Turing machine, a theoretical construct invented by mathematician Alan Turing that's capable of simulating any computer algorithm. The computers we use today are approximations of Turing's idealised machine.

Katsunobu Imai at Hiroshima University in Japan and colleagues have found a way to bring Turing's computational order to an irregular universe based on Penrose tiles ? a feat that was considered highly improbable until now.

Named after mathematician Roger Penrose, the tiling is an arrangement of two four-sided shapes called a kite and a dart, which covers a two-dimensional plane, without repeating, to create a constantly shifting pattern.

The team used this mathematical playing field to make a cellular automaton, a two-dimensional universe in which patterns of cells evolve to create complex structures. The most famous cellular automaton is the Game of Life, a grid of identical square cells that can either be "alive" or "dead".

Players have created universal Turing machines in the Game of Life's orderly, two-state universe. But making one work in a more chaotic Penrose universe presented a greater challenge to Imai's team.

Wired tiles

The scientists constructed logic gates for their universal Turing machine by assigning one of eight different states to each Penrose tile, with the states changing over time according to a few simple rules.

Tiles in the first state act as wires that transmit signals between the logic gates, with the signal itself consisting of either a "front" or "back" state. Four other states manage the redirecting of the signal within the logic gates, while the final state is simply an unused background to keep the various states separate.

At first it wasn't clear whether Imai's team would be able to keep their logic gates wired together, as the gates can only appear in certain places where the tiles come together in the right way.

However, the team found that a long enough wire would always make the connection, proving that a universal Turing machine is possible in the Penrose universe.

Imai will present the work next month at the Automata conference in La Marana on the French island of Corsica.

More natural modelling

Earlier this month, researchers also made the unexpected discovery of a highly repetitive object called a glider in the Penrose universeMovie Camera.

Gliders actually form the basis for a universal Turing machine in the Game of Life, shuttling information around in place of wires. Imai didn't know about the Penrose glider at the time, so he was forced to take an alternative approach.

Susan Stepney, a computer scientist at the University of York, UK, says Imai's creation is not very practical as it requires a theoretically infinite number of cells to function.

Still, Imai says he was inspired to try and make a universal Turing machine because he wanted to probe the limits of complexity in a Penrose universe. Just showing that it's possible could open the door to other, more useful applications, he says.

"Cellular automata are widely used for modelling physical and chemical phenomena, but sometimes the resulting patterns are quite artificial," he explains. While grid-based patterns don't really reflect the natural world, the irregular patterns in Penrose tiling could provide a better model.

Google+ now has birthday reminders, too

Many find Facebook's birthday reminders silly. Either they're overlooked entirely or lead to a post attack that clutters up someone's Wall (or Timeline). The folks behind Google+, on the other hand,?might've just?figured out how to make birthday reminders better (or?less annoying, at least).

Irene Chung, one of Google's software engineers, had the honor of introducing the social network's new birthday reminder?feature in a Google+ post.

"You?ll see a reminder on Google.com when someone in your [Google+] circles has a birthday," she explains.?This reminder ??an example of which you can see above ??is tough to miss since it lives in the same corner as regular Google+ notifications. It will only be visible to people with whom you've chosen to share your birthday, of course. (You can adjust this setting at https://plus.google.com/up/birthday, writes Chung.)

Unlike Facebook, Google+ doesn't offer a way for people to post something?onto your?page. This means that there won't be any silly messages from people you haven't spoken to since they wished you a happy birthday last year appearing among your own posts. Instead you might see a a couple of?emails or some Google+ posts in which you're tagged.

Now if only you could convince all of your friends to actually use Google+ so that you can properly take advantage of this new feature, you'd be all set.

Google offering Google for businesses, free until the end of 2013

Google is bringing the enterprise-friendly elements of its Apps platform into Google+ in order to help businesses collaborate on projects online. The company's been using the service internally, but feels it's time to launch, in Google tradition, a "full preview" with a free and open beta that'll run until the end of 2013. The feature set includes private sharing, admin tools and, most impressively, hangouts directly integrated into Calendar, Gmail and Docs -- letting you video chat with multiple colleagues while you draft that project proposal, or resignation letter. Apps chief Clay Bavor hasn't mentioned how much the service will cost when the preview period finishes, but we'd be surprised if it was much more than what it currently charges if it's trying to snare the Yammer and Salesforce crowds.

Become your own PR guru - She Business

Last week we talked about generating PR to garner positive media coverage for your business.

Public relations requires a delicate balance: investment is low and rewards are high but poorly-handled PR can be disastrous for your business. While the coverage is free, journalists are at liberty to edit your story and editorial approval is rarely part of the deal.

PR is often seen as the great panacea for marketing your small business but PR takes time, commitment and planning. To be successful in the media, you need to develop relationships with journalists, editors and producers, just like you do with customers, suppliers and colleagues.

Networking, finding out ?who?s who in the zoo?, building relationships with relevant journos; it can take weeks, months and years to establish relationships with the ?right? contacts for your business.

Beyond networking and making contacts, PR can be generated by establishing yourself as the go-to expert in your chosen field (just look at the number of guest speaking spots Suzy secures each year). While this is easier than ever in the world of social media, committing to a writing a blog article every week and making it interesting for your followers takes time that many small business owners simply don?t have.

And while you could hire a PR company to handle your public relations but the exorbitant cost is outside the budget of most small businesses.

So, how do you become your own PR guru?

Now you have your tailored media release ready to go, take some time to research who?s who in your industry. Make a spreadsheet of publications/media outlets, relevant editors and sub editors as well as specialised journalists within publications. Speaking to the right person can make or break coverage.

Successful PR is a long-term project, no matter how large the audience, one article or appearance is unlikely to give your business a long-term boost. It takes planning: include PR in your business plan and highlight milestones and events that can be leveraged for media coverage.

Audiences are all about ?what?s in it for me?? Plan your pitch and who it is relevant to; make it less about you and more about what you can do for the journalist and their audience.

?

Successful, rewarding PR is possible as long as you?re not always looking for immediate results. As with any project that relies on relationship-building: think strategic and long-term.

?

If you?re prepared to invest the time PR can be highly rewarding for your business but be prepared to carefully evaluate if your time and money is better spent marketing your business in other ways.

Lindsay Lohan: Prime Suspect in New Burglary Case!


Lindsay Lohan is back in surprisingly familiar territory as the prime suspect in a criminal investigation ... oh how we only wish we were kidding.

The troubled star is formally a suspect in the theft of $100,000 worth of watches and sunglasses from an L.A. home this month, TMZ reports.

LiLo was recently at the Hollywood Hills home of Sam Magid, who called the LAPD and reported a jewelry theft the night after an all-night party.

The 26-year-old star has been at the house frequently, including at the all-night house party a week ago Sunday when Magid reported the crime.

Lindsay and her assistant Gavin Doyle are both suspects in the theft, with earlier reports suggesting that Lohan may have invited the robbers in.

Now it appears she's being fingered as the crook herself.

There's an odd twist, though, in that Magid has since recanted his story and now says nothing was stolen. Police aren't closing the investigation, however.

Officials believe independent witnesses can corroborate their belief that Lindsay and Gavin are the thieves and bring charges even without Magid.

It's not clear why the wealthy Magid would change his story.

LAPD detectives contacted lawyers for Lindsay Lohan and Gavin Doyle today, asking for an interview with the two suspects; the request was denied.

Lindsay, of course, is already on probation for a similar offense - her alleged jewelry heist from a store last year. An arrest here would look very, very bad.

Specifically, the study, published Monday in the Archives of Internal Medicine, shows that exercising in midlife staves off a range of dangerous diseases, even some cancers and cognitive conditions.

?It has been known for decades that people who are more fit live longer, but what has been unclear is that people who are fit live better,? says Dr. Jarett Berry, lead investigator and assistant professor of medicine at University of Texas Southwestern in Dallas.

Studies in the past have found a clear relationship between fitness and mortality. This new study observed men and women older than 65 and enrolled in Medicare, and found that those with higher midlife fitness levels had fewer chronic diseases decades later in life.

The researchers measured the fitness levels of those in the study with exercise treadmill testing. They then separated patients into groups depending on their fitness level. For the next 26 years, the researchers looked at whether the patients developed certain kinds of chronic disease. The diseases monitored were: heart failure, heart disease, stroke, diabetes, pulmonary disease, chronic kidney disease, Alzheimer?s disease, and colon and lung cancer.

?In general, we saw if you increased your fitness by 20 percent, you would decrease your disease burden by 20 percent,? Berry said.

Higher midlife fitness also appeared to delay the development of the chronic diseases; those with a higher level of midlife fitness spent a greater proportion of their final five years of life with a lower burden of chronic disease, suggesting an improvement in not only quantity, but quality of life.

?The benefit of fitness persists to the end of life,? Berry says.

Health experts not involved with the research say it is further proof that a little exercise in midlife can have big benefits later.

?The best time to take off extra weight is before chronic disease develops because many of these conditions can be prevented,? says Dr. Walter Willett, chairman of the department of nutrition at Harvard School of Public Health in Boston. ?Losing weight is often more difficult after diagnosis of these conditions because many of them limit activity.?

Connie Diekman, director of university nutrition at Washington University in St. Louis, said, ?Developing a healthy lifestyle, which include making the right food choices and getting regular activity, is essential to quality of life now and in the future.?

And Dr. Gerard E. Mullin, associate professor of medicine at Johns Hopkins University School of Medicine in Baltimore, believes that physicians should start writing for exercise just like they would for a new prescription drug.

?As physicians,? he said, ?we all should carry pre-printed exercise prescription pads to promote disease-fighting physical activity.?

Rebels down Syrian helicopter over Damascus

AMMAN (Reuters) - Rebels shot down a Syrian army helicopter on Monday while it was bombarding the Damascus neighborhood of Jobar, as heavy fighting broke out in the district between rebels and troops loyal to President Bashar al-Assad, witnesses said.

Syrian state television said in a news flash a helicopter had crashed in Damascus, but offered no further details.

Witnesses said the helicopter was engulfed in flames after it was hit by a projectile during a burst of gunfire and then came down in the nearby district of Qaboun.

Video footage from activists showed the burning helicopter falling to the ground in a trail of smoke, as rebels on the ground could be heard shouting "God is greatest".

The helicopter crashed in a narrow residential street in the northeastern neighborhood of Qaboun, which is on the outskirts of the capital.

"It was flying overhead the eastern part of the city and firing all morning. The rebels had been trying to hit for about an hour, finally they did," said an activist in the area, who calls himself Abu Bakr and spoke to Reuters by Skype.

Heavy clashes broke out in the eastern outskirts of the capital after the downing of the helicopter, activists said.

Army helicopters began firing rockets and machineguns on Sunday at Jobar, Zamalka and Irbin, working class Sunni Muslim neighborhoods on the eastern outskirts of the city.

Rebels in the area have been launching guerrilla attacks against Assad's forces on the outskirts of Damascus and neighboring suburbs, bringing the 17-month-old revolt to the seat of government in recent months.

Activists said the recent round of bombardment was sparked by a rebel attack which killed an army sniper and captured another near a roadblock in Jobar, a rundown neighborhood near a stadium which activists say has been turned into an army base.

"Assad's army retaliated by arbitrarily arresting 100 people in Jobar. Helicopters dropped fliers warning residents to hand over what the regime describes as terrorists or face annihilation," said Abu Omar, a merchant who lives in the area told Reuters by phone.

Harvard scientists have, for the first, time created a type of "cyborg" tissue by embedding a three-dimensional network of functional, bio-compatible nanoscale wires into engineered human tissues.

As described in a paper published August 26 in Nature Materials, a multi-institutional research team led by Charles M. Lieber, the Mark Hyman, Jr. Professor of Chemistry at Harvard and Daniel Kohane, a Harvard Medical School professor in the Department of Anesthesia at Children's Hospital Boston developed a system for creating nanoscale "scaffolds" which could be seeded with cells which later grew into tissue.

Also contributing to the work were Robert Langer, from the Koch Institute at the Massachusetts Institute of Technology, and Zhigang Suo, the Allen E. and Marilyn M. Puckett Professor of Mechanics and Materials at Harvard's School of Engineering and Applied Sciences.

"The current methods we have for monitoring or interacting with living systems are limited," said Lieber. "We can use electrodes to measure activity in cells or tissue, but that damages them. With this technology, for the first time, we can work at the same scale as the unit of biological system without interrupting it. Ultimately, this is about merging tissue with electronics in a way that it becomes difficult to determine where the tissue ends and the electronics begin."

The research addresses a concern that has long been associated with work on bioengineered tissue ? how to create systems capable of sensing chemical or electrical changes in the tissue after it has been grown and implanted. The system might also represent a solution to researchers' struggles in developing methods to directly stimulate engineered tissues and measure cellular reactions.

"In the body, the autonomic nervous system keeps track of pH, chemistry, oxygen and other factors, and triggers responses as needed," Kohane explained. "We need to be able to mimic the kind of intrinsic feedback loops the body has evolved in order to maintain fine control at the cellular and tissue level."

Using the autonomic nervous system as inspiration, Bozhi Tian, a former doctoral student under Lieber and former postdoctoral fellow in the Kohane and Langer labs, and collaborator Jia Liu worked in Lieber's lab at Harvard to build mesh-like networks of nanoscale silicon wires?about 30 - 80 nm in diameter?shaped like flat planes or in a reticular conformation.

The process of building the networks, Lieber said, is similar to that used to etch microchips.

Beginning with a two-dimensional substrate, researchers laid out a mesh of organic polymer around nanoscale wires, which serve as the critical nanoscale sensing elements. Nanoscale electrodes, which connect the nanowire elements, were then built within the mesh to enable nanowire transistors to measure the activity in cells without damaging them. Once complete, the substrate was dissolved, leaving researchers with a net-like sponge or a mesh that can be folded or rolled into a host of three dimensional shapes.

Once complete, the networks were porous enough to allow the team to seed them with cells and encourage those cells to grow in 3D cultures.

"Previous efforts to create bioengineered sensing networks have focused on two-dimensional layouts, where culture cells grow on top of electronic components, or on conformal layouts where probes are placed on tissue surfaces," said Tian. "It is desirable to have an accurate picture of cellular behavior within the 3D structure of a tissue, and it is also important to have nanoscale probes to avoid disruption of either cellular or tissue architecture."

Using heart and nerve cells, the team successfully engineered tissues containing embedded nanoscale networks without affecting the cells' viability or activity. Using the embedded devices, they were able to detect electrical signals generated by cells deep within the tissue, and to measure changes in those signals in response to cardio- or neuro-stimulating drugs.

Researchers were also able to construct bioengineered blood vessels, and used the embedded technology to measure pH changes ? as would be seen in response to inflammation, ischemia and other biochemical or cellular environments ? both inside and outside the vessels.

Though a number of potential applications exist for the technology, the most near-term use, Lieber said, may come from the pharmaceutical industry, where researchers could use the technology to more precisely study how newly-developed drugs act in three dimensional tissues, rather than thin layers of cultured cells. The system might also one day be used to monitor changes inside the body and react accordingly, whether through electrical stimulation or the release of a drug.

Between 1981 and 1990, Reubens' character, invented?during a 1978 improvisation exercise, starred in?"The Pee-wee Herman Show," Pee-wee's Playhouse," and "Pee-wee's Big Adventure," Tim Burton's first feature film. He was surreal, hilarious, literal and like a five-year-old trapped in a man's body.

Pee-wee wasn't Reubens' only shot in the spotlight; after the end of the shows (and the temporary retirement of the character) following?his infamous?1991 adult-theater arrest, he appeared (not as Pee-wee) in films like "Buffy the Vampire Slayer" and "Blow," and on TV shows like "Murphy Brown." A second arrest -- for owning pornography --?slowed things down in?2002. But Reubens keeps fighting for his career, and in the late 2000s gave Pee-wee a second life with a short on Funny or Die in 2009, and a Broadway appearance in 2010.?

TAMPA -- Mitt Romney's presidential campaign gave Texas Rep. Ron Paul a chance to speak at the Republican National Convention, but he declined due to the conditions of the offer, the New York Times reports:
